You add elements to the master page the same way you would to your publication pages. Then, use Insert > Page to add more pages at the end of the booklet. When you create the master page, move the guides at the edge of the page where you want the text box to be, on the left and right pages. If your booklet's pages are not yet filled and what you really want is to populate them with text boxes rather than have an element repeat, you may be better off using a single master page that covers a two-page spread but has a difference between the left and right.
